Harry L. Jefferys was an insurance executive from Ardmore, Pennsylvania. In 1948 his entire collection was bequeathed to the Franklin Institute in Philadelphia, an institution devoted to scientific research. The collection remained in storage for decades before the Franklin Institute transferred ownership to the Smithsonian's National Postal Museum.
